In communities of inquiry, dialogue is central as both the means and the outcome of collective inquiry. Indeed, features of dialogue—including formulating and asking questions, developing hypotheses and explanations, and offering and requesting reasons—are often highlighted as playing a significant role in the quality of the dialogue that unfolds. We inquire further into the quality of dialogue by arguing that dialogue should enable the expansion of epistemic openness, rather than its contraction, and that this is especially important in multicultural communities (...) of inquiry to acknowledge the cultural, perspectival, and experiential differences that exist alongside of similarities as resources for dialogue. The purpose of this article is to highlight two discourse practices that exemplify the nature of discourse as social practice and can be used in communities of inquiry. Attending to these discourse practices may enable teachers and students to reflect upon dialogue as it unfolds. First, we situate ourselves in multicultural classrooms in British Columbia, Canada. Then we articulate three principles of communities of inquiry. Next we describe and exemplify two discourse practices: heteroglossic attunement and lexical awareness. When attended to by teachers and students, 1) heteroglossic attunement enables teachers and students to begin to identify, reflect upon, and discuss the voices and perspectives that are drawn upon as participants inquire together and 2) lexical awareness enables teachers and students to begin to identify their attributions of thinking and feeling to social actors and to recognize how naming social actors positions them in an evolving set of social relations. Rather than a neutral medium of communication, social speech and dialogue is inherently value laden. Attending closely to the discourse that constitutes dialogue in a community of inquiry is a significant pedagogical tool for both teachers and students to expand epistemic openness and make visible learning as it unfolds. Is it the clever author who offers a guide out of the goodness of his heart? Or more likely, is it the sharp publisher, who knows a good selling point when he or she sees one? One guesses it is the publisher. But as to the present volume, few will complain of the title’s ambiguity, for it entices readers into an compact, well written, and timely argument on political matters of the first importance. Conrad Russell was the author of Academic Freedom, a well regarded and similarly compressed discussion of academic freedom. Academic Freedom preceded the Guide to Liberalism by six years. It was as though Russell had first to taste and see the awful effects of neo-conservatism in his beloved University of  Conrad Russell has a world reputation as an historian of the English Civil War, of the whole seventeenth century, and of the social history of politics before . His several books and hundreds of articles and reviews show that he had an apparently effortless mastery of most world history since the Reformation. I have been unable to deal with Conrad’s historical output in this review, but have discussed it in a forthcoming biographical essay about Conrad Russell in the Bertrand Russell Society Quarterly, “Conrad Russell as Political Intellectual”, forthcoming in . _Russell_ journal (home office): E:CPBRRUSSJOURTYPE2502\REVIEWS.252 : 2006-02-27 11:52 Reviews  London and then, six years later—after due reflection upon the whole horrid mess—to provide a compelling political remedy to the evil apparatus of Mrs. Thatcher and Mr. Major. Academic Freedom, a sister volume to the Guide, dealt with the intellectual and administrative liberty that university teachers must have if their work is to be academically viable and socially valuable. Already in , Academic Freedom offered a sharp attack on the Thatcherite use of league tables and performance indicators, and on high civil servants, vice-chancellors, and government ministers who rely on the numbers. In effect, accountants and managers and long lists of numbers had overtaken much that universities did. Academic Freedom ended with a straightforward prescription: university teachers and (on occasion) responsible administrators should make the hard academic decisions to which they are called—not civil servants, not numbercrunchers, not politicians. This view did not mean elected politicians were released from the burden of honest choice and decision, particularly in regions of governance and public life for which they had direct responsibility and care. But Russell’s point remained: it would be madness if statistical tables replaced responsible and able human beings, or if those human beings accepted that they must become automatic “decision machines”. Conrad Russell died on  October , but must have had a form of prescience. For in , more than thirty academic units and fields were eliminated in United Kingdom universities on grounds of efficiency, ranking in league tables, and performance indication. Each time the administrator concerned threw up her hands, claiming she had no choice, as the league table or the last Research Assessment Exercise “made me do it”. Up the line, politicians have gone further, even rejoicing in the New Management of British higher education and the pleasant prospect of even greater “efficiencies” in the next decade. Conrad Russell well understood that freedom is not just academic. An Intelligent Person’s Guide to Liberalism relies, then, on recent political history to provide its main narrative thrust. By the mid-point of the book, one has the impression that current events have shaped his liberalism, and that his understanding of the history of liberalism is “presentist”. But Conrad Russell starts by saying that he doesn’t pretend to be writing history (or philosophy) in his Guide. To call Conrad Russell “presentist” is to underplay... (shrink)

Although the Hellenistic age enjoyed little respite from war, some scholars have hailed Greek arbitration as a model for modern imitation.A brief survey of previous scholarship on arbitration will place Ager's work in perspective. Concepts of law and internationalism dominated earlier work. In their 1969 so-called White Paper on Indian Policy,Pierre Trudeau's government argued that it was time to abolish the group-specific rights differentiating Aboriginal people from other Canadians, including, in some Aboriginal societies, the group-specific right to restrict voting, residency, public office, and other social goods, to their Aboriginal members. Given the negative impact the loss of such so-called collective or group rights would have on the security of their cultures, Aboriginal people were incensed, and, consequently, the federal liberals backed down. More recently, Gordon Campbell maintained as a 1996 election promise that, were his provincial liberal party to be elected in British Columbia, he would oppose group-specific rights for Aboriginal people in British Columbia. Both Trudeau and Campbell argued that it is wrong for Aboriginal people to have group-specific rights by appeal to the idea that such collective rights are discriminatory because they assign opportunities to individuals on the basis of culture or race. Political elites are not alone in thinking that collective rights override individual rights. In fact, it has become a national motif that Section 15 of the Canadian Charter, which makes it illegal to discriminate on the grounds that citizens are to be guaranteed equal protection of the law, is incompatible with group-specific rights for Aboriginal people. Farm to school programs have been positioned as interventions that can support goals of the global food sovereignty movement, including strengthening local food production systems, improving food access and food justice for urban populations, and reducing distancing between producers and consumers. However, there has been little assessment of how and to what extent farm to school programs can actually function as a mechanism leading to the achievement of food sovereignty. As implemented in North America, farm to school programs encompass activities (...) not only related to school food procurement, but also to the development of student knowledge and skills under the framework of food literacy. Research on farm to school initiatives has largely been conducted in countries with government-supported national school feeding programs; this study examines farm to school organizing in Canada, where there is no national student nutrition program. Using qualitative fieldwork and document analysis, we investigate the farm to school movement in British Columbia, in a context where civil society concerns related to education and health have been the main vectors of farm to school mobilization. Our analysis suggests that, despite limited institutional infrastructure for school meals, the British Columbia farm to school movement has contributed toward realizing goals of food sovereignty through two main mechanisms: advocacy for institutional procurement of local and sustainable foods and mobilizing food literacy for increased public engagement with issues of social justice and equity in food systems. Planners increasingly rely on collaborative planning models that engage stakeholders to develop plans through consensus-based nego-tiations. While support for using collabora-tive planning models is growing, evaluation of their effectiveness is in its infancy. This paper reports on a case study evaluation, using a multiple criteria evaluation method, of an inno-vative collaborative planning process to pre-pare a strategic land use plan for a region in British Columbia, Canada. The study reveals that the collaborative planning process gen-erated important benefits, including (...) improved relationships and understanding, even though it did not result in consensus agreement on a plan. The outcome also shows that the plan did not result in consensus because some stakeholders were not sufficiently engaged in the process. In addition, an unrealistic timeline was imposed that led to a final offer selection process whose result was ultimately rejected by the government. (shrink)

Is it possible to advance democracy by empowering ordinary citizens to make key decisions about the design of political institutions and policies? In 2004, the government of British Columbia embarked on a bold democratic experiment: it created an assembly of 160 near-randomly selected citizens to assess and redesign the province's electoral system. The British Columbia Citizens' Assembly represents the first time a citizen body has had the power to reform fundamental political institutions. It was an innovative (...) gamble that has been replicated elsewhere in Canada and in the Netherlands, and is gaining increasing attention in Europe as a democratic alternative for constitution-making and constitutional reform. In the USA, advocates view citizens' assemblies as a means for reforming referendum processes. In British Columbia, brown bears , black bears , and cougars must relate to growing human populations. This study examines age- and gender-related attitudes to these animals in the urbanizing, agriculturally significant, intermontane city of Kamloops. Most respondents, especially women, feared cougars and bears, saw bears as more troublesome than cougars, and were concerned for child and adult safety. More middle-aged and older participants perceived brown bears as dangerous to companion animals, and black bears as troublesome, than did (...) younger participants, and more middle-aged participants perceived brown bears as troublesome than did younger and older participants. Opinions favored trapping and removal of animals rather than shooting or toleration, but more younger participants opted for shooting, whereas more middle-aged and older participants opted for toleration and removal. Majorities agreed that the animals serve useful functions, women more than men for cougars, middle-aged more than old or young for bears, but saw only cougars as increasing their quality of life. These findings contribute to knowledge about human-wildlife relations, an important first step toward more efficient local and more general conservation policy. (shrink)

This essay delves into the utilization of a negative hermeneutical approach, focusing on gaps, tensions, and the absence of elements, to enrich our comprehension of reconciliation efforts. It posits that this method aids in discerning more and less appropriate approaches to reconciliation processes. Negative hermeneutics serves as both a technique and an ongoing journey of exploration, self‐assessment, and understanding our connection with otherness. By critically engaging with perspectives, it prompts deeper questions and fosters a heightened awareness of the limitations inherent (...) in one's viewpoint. Drawing from examples within the ongoing “Reconciliation and Beyond” initiative of the diocese of British Columbia, specifically Bishop Logan's “Sacred Journey,” the essay illustrates how this approach holds potential. It demonstrates how a focus on negative aspects—those initially resistant to conventional academic scrutiny, like silence and materiality—offers valuable insights into critical practices and academic implications. Furthermore, the essay analyses how a hermeneutical process involving receiving, deconstructing, and recreating can introduce innovative perspectives for understanding reconciliation efforts. Often understood as synonymous with “oral history” in Indigenous title and rights cases in Canada, “oral tradition” as theorized by Jan Vansina is complexly imbricated in the European genealogy of “scientific history” and the archival science of Diplomatics with roots in the development of property law and memory from the time of Justinian. Focusing on Tsilhqot’in Nation v. British Columbia, which resulted in the first declaration of Aboriginal title in Canada, this paper will discuss Tsilhqot’in law in the (...) context of the court’s deployment of Vansina’s theory and its genealogy, and conclude that “oral tradition” functions as a legal fiction enabling the court to remain in the familiar archive of its own historiography while claiming to listen to the Elders. Emerging forms of empowered participatory governance have generated considerable scholarly excitement, but critics continue to ask if such initiatives are “for real”: Are participatory governance processes sufficiently independent? Do citizen participants make good policy choices? An in-depth look at the case of the British Columbia Citizens’ Assembly on Electoral Reform suggests that real citizen empowerment depends on both the institutional constraints of the participa-tory setting and how citizen interests and arguments for policy outcomes crystallize over the course of (...) a participatory process. To those raised outside of Gitxsan and Witsuwit'en culture, the concept of a child, (or adult) claiming to be, or being attributed as, an ancestor returned as well as the person of this life, sounds like a split personality. In this paper, we examine a single example of this category from among the more than two hundred cases on record for the Gitxsan and Witsuwit'en of northwest British Columbia. The example serves to demonstrate that the Gitxsan and Witsuwit'en (...) do not construe the situation of someone "come back" as a divided self, but as an embedded self, a person with deep roots and double grounding in the territory and the kin group, doubly integrated into the nexus of social life. This contrasts with the poignant cases of people who were fostered or adopted out, sexually abused, and made to feel confused about their heritage. The autobiographical account of the second author is an example of a woman in this category. It demonstrates the response of shutting down emotion, and absenting oneself from the abusive situations by "leaving the body." Our analysis suggests that cultural definition of what is normal varies from Western to Gitxsan and Witsuwit'en culture. It suggests further that the definition of the experience as useful helps recovery of such individuals when they are reunited with their natal culture. (shrink)

Food security policy, programs, and infrastructure have been incorporated into Public Health and other areas of the Provincial Government in British Columbia, including the adoption of food security as a Public Health Core Program. A policy analysis of the integration into Public Health is completed by merging findings from 48 key informant interviews conducted with government, civil society, and food supply chain representatives involved in the initiatives along with relevant documents and participant/direct observations. The paper then examines the (...) results within the context of historic and international trends and theoretical models of food policy, community food security, and applied policy research. Public Health re-emerged as a driver of food security in BC—both as a key player and in positing the public’s health as a driver in food security and food systems. While Public Health’s lead role supported an increase in legitimacy for food security in BC, interviewees described a clash of cultures between Public Health and civil society. The clash of cultures occurred partly as a result of Public Health’s limited food security mandate and top down approach. Consequently civil society voice at the provincial level was marginalized. A social policy movement toward a new political paradigm—regulatory pluralism—calls for greater engagement of civil society, and for all sectors to work together toward common goals. A new, emerging policy map is proposed for analyzing the dynamics of food security and health promotion initiatives in BC. (shrink)

Background There has been growing interest in the use of incentives to increase the uptake of health-related behaviours and achieve desired health outcomes at the individual and population level. However, the use of incentives remains controversial for ethical reasons. An area in which incentives have been not only proposed but used is HIV prevention, testing, treatment and care—each one representing an interconnecting step in the "HIV Cascade." Methods The main objective of this qualitative case study was to document the experiences (...) of health care and service providers tasked with administrating incentivized HIV testing, treatment, and care in British Columbia, Canada. A second objective was to explore the ethical and professional tensions that arise from the use of incentives as well as strategies used by providers to mitigate them. We conducted interviews with 25 providers and 6 key informants, which were analyzed using applied thematic analysis. We also collected documents and took field notes. Results Our findings suggest that incentives target populations believed to pose the most risk to public health. As such, incentives are primarily used to close the gaps in the HIV Cascade by getting the "right populations" to test, start treatment, stay on treatment, and, most importantly, achieve viral suppression. Participants considered that incentives work because they "bring people through the door." However, they believed the effectiveness of incentives to be superficial, short-lived and one-dimensional—thus, failing to address underlying structural barriers to care and structural determinants of health. They also raised concerns about the unintended consequences of incentives and the strains they may put on the therapeutic relationship. They had developed strategies to mitigate the ensuing ethical and professional tensions and to make their work feel relational rather than transactional. Conclusions We identify an urgent need to problematize the use of incentives as a part of the "HIV Cascade" agenda and interrogate the ethics of engaging in this practice from the perspective of health care and service providers. More broadly, we question the introduction of market logic into the realm of health care—an area of life previously not subject to monetary exchanges. (shrink)

The smallpox epidemic of 1862-63 had a devastating effect on British Columbia’s First Nations, impacting the lives of both individuals and communities. However, this paper argues that the colonial discourse surrounding the disease was equally harmful, as it posited that Indigenous peoples’ suffering was somehow inevitable due to their perceived biological differences and supposed moral deficiencies. This damaging colonial discourse enabled settlers to actively disregard their Indigenous neighbours’ suffering and, in doing so, to deny their very humanity.

According to literature,insecure land tenure biases against soilconservation on farmland. However, there islittle evidence to test whether farmers need toown their land to conserve it, or if long-termleases are adequate. One way to infer whetheror not different land tenure arrangementspromote long-term management is throughanalyzing the types of crops planted on fieldswith different land tenure arrangements.Perennials, forage legumes, grasslands, andgrain are all important parts of sustainablecrop rotation in southwest British Columbia butprovide little cash return in the year they areplanted. (...) Annual crops provide a high cashreturn but create soil conservation problems ifthey are planted too often. A comparison offields with different land tenures showed thatfarmers who own their land plant moreperennials, grain, and forage legumes thanfarmers who rent fields. Few differences wereobserved on fields with different leaselengths. This study leads to three overallconclusions. First, although results confirmthe literature, and insecure land tenure is areal obstacle to long-term soil conservation,it is not possible to assume that long-termleases will substitute for land ownership.Second, it is possible to use relativelyeasy-to-gather data on crop history to assessthe impact of tenure on farming. Third,intervening variables, in this case a programthat pays farmers to plant grasslands,over-rides the effect of insecure land tenureand creates incentives for owner-operators andtenant farmers alike to use crop managementthat protects soil fertility in the longterm. Moral distress is a concept used to date in clinical literature to describe the experience of staff in circumstances in which they are prevented from delivering the kind of bedside care they believe is expected of them, professionally and ethically. Our research objective was to determine if this concept has relevance in terms of key health care managerial functions, such as priority setting and resource allocation. We conducted interviews and focus groups with mid- and senior-level managers in two British (...) Columbia (Canada) health authorities. Transcripts were analyzed qualitatively using constant comparison to identify key themes related to moral distress. Both mid- and senior-level managers appear to experience moral distress, with both similarities and differences in how their experiences manifest. Several examples of this concept were identified including the obligation to communicate or ‘sell’ organizational decisions or policies with which a manager personally may disagree and situations where scarce resources compel managers to place staff in situations where they meet with predictable and potentially avoidable risks. Given that moral distress appears to be a relevant issue for at least some health care managers, further research is warranted into its exact nature, prevalence, and possible organizational and personal responses. During the first two decades of the 20th century, the expansion of private foundations and philanthropic initiatives in the United States converged with a comprehensive, nationwide agenda of progressive education and post-war social reconstruction that situated childhood at its core. From 1924 to 1928, the Laura Spelman Rockefeller Memorial was the main foundation behind the aggressive, systematic funding of the child development movement in North America. A pioneering institution, the Institute of Child Welfare Research, established in 1924 at Columbia's (...) Teachers College, was the first Rockefeller-funded programme of its kind at an American university. The Institute was influential in helping set up a nationwide network of child welfare institutes at other universities. Twelve years later, it would also be the first of those institutes to close. Nonetheless, the Institute's context, emergence, and development have been overlooked or misrepresented by previous scholarship, which calls for a new, critical historical analysis. By drawing on a number of archival sources and unpublished materials, this paper offers a critical reconstruction of the Institute's internal, often unstable history, emphasizing its origins, members, and administrative changes. I argue that the demise of the Institute should be understood in the context of both the revision of philanthropic policies in the late 1920s and the Institute's singular emphasis on teaching and training over research. The resulting narrative allows for a deeper, more informed understanding of both the Institute's origins and its eventual folding. (shrink)

The pagination of Simon and Schuster’s edition (New York, ) is (...) different and spans pages – instead of the first British edition’s –. The very first edition of the book (New York: Columbia U. P., ) contained two paragraphs comparing Catholicism and Communism that were overlooked for the British and all subsequent editions. Russell regarded them as important, and Sir Stanley Unwin wrote him that they would be incorporated in the next printing. The next printing was not until , and the paragraphs were again overlooked. They belong just before the paragraph on page  beginning “Every fanatical creed” in Chapter , “Science and Values”. These paragraphs are not indexed.—Ed. I meet many people who think that the evils of Communism can be combated by Catholicism. This seems to me a dangerous error. What are the evils of Communism as it has developed? First, adherence to a rigid and static system of doctrine, of which part is doubtful and part demonstrably false. Second, persecution as a means of enforcing orthodoxy. Third, a belief that salvation is only to be found within the Church and that the True Faith must be spread throughout the world, by force if necessary. (These are the beliefs of Communists.) Fourth, that the priesthood, which alone has the right to interpret the Scriptures, has enormous power, physical east of the Iron Curtain and spiritual over the faithful in partibus. Fifth, that this power is used to secure an undue share of wealth for the priesthood at the expense of the rest of the population. Sixth, that bigotry, and the hostility that it engenders, is a potent source of war. Every one of these evils was exhibited by the Catholic Church when it had power and would probably be exhibited again if it recovered the position it had in the Middle Ages. It is therefore irrational to suppose that much would be gained if, in the defeat of Communism, Catholicism were enthroned in its place. This chapter describes the role of the British Federation of University Women and its relationship to the Academic Assistance Council/Society for the Protection of Science and Learning, or, perhaps more specifically, the relationship of its secretary Dr Erna Hollitscher to Esther Simpson. It highlights how women scholars are almost completely absent from the historiography of the rescue efforts of this period.

The purpose of this book is to discuss some critical components of Albert Shanker's work in American education, first as a teacher, then as president of the AFT. This is done in the context of the developments that took place in the United States since 1902 and the formation of the AFT in 1916. It focuses on the elements of leadership that were critical to the development of the United States from that time to the present. It presents these developments (...) in the context of Shanker's involvement since 1964. It also focuses on the dynamics of human relations cast in institutional settings. In doing so it presents features of a nation as it struggled with economic, social, and political issues that make society what it is.
